The hand crank tightens the compression ring on the inside surface of the collar against the bar.
Similar looking collars that don't have a compression ring just grind the bolt against the bar, marring the bar sleeves. Compression rings are the right way to do it to avoid damage to your bar.
Each collar is 1 3/8" thick. This is one of the narrowest collars that will hold the bar tightly enough.
